Local authorities in Bavaria can receive attractive grants under the KommKlimaFöR 2026 funding scheme for the introduction or expansion of a municipal energy management system (KEM). Up to €40,000 spent on energy management or energy monitoring software is eligible for funding.

Amount of funding

Depending on the funding status, this results in the following maximum grant:

Standard funding (50 per cent): up to €20,000
Small local authority with fewer than 2,000 inhabitants or an inter-municipal association with fewer than 5,000 inhabitants (60 per cent): up to €24,000
Financially disadvantaged municipality (70 per cent): up to €28,000

The two higher funding rates cannot be combined.

Who is eligible to apply for funding?

The following are eligible to apply:

Bavarian local authorities
Local authority associations
Municipal enterprises

Funding is available for the introduction or expansion of a municipal energy management system in non-commercial buildings owned by the local authority.

What criteria must be met in order to receive the grant?

The following conditions, amongst others, apply to the grant:

The total eligible expenditure for the project must be at least €10,000.
The grant application must be submitted before the project begins.
The maximum grant for the entire energy management project is €100,000.
If the project is combined with a quality management system, the maximum funding increases to €150,000.
There is no legal entitlement to funding. Approval is subject to the availability of budgetary funds.

Special considerations for cloud-based and leased models

Local authorities wishing to use cloud-based or leased energy management software should carefully check eligibility for funding before signing a contract. Whilst the funding guidelines explicitly state that ‘expenditure on energy management software’ is eligible for funding, they generally exclude ongoing operating and maintenance costs.

It should therefore be clarified at an early stage with the relevant district government whether multi-year rental, hosting or SaaS fees will be fully recognised.

Our tip: This funding scheme offers local authorities a good opportunity to drive forward the development of a professional energy management system whilst significantly reducing the investment costs for modern energy monitoring solutions. Anyone planning to introduce or expand such a system should prepare their application well in advance and clarify in advance whether the planned software models are eligible for funding.
